Harwood Savin provided strategic and planning application advice to Ashford College (part of the Hadlow College Group and formerly K College) in respect of campuses in Ashford and Folkestone since 2010, including obtaining planning permission for the new state of the art Campus facilities at Elwick Road Ashford, not once, but twice, in 2011 for 14,500 sqm and again with a revised proposal in 2015 for 11,000 sqm. The new College opened to students in September 2017.
Advice comprised the preparation and submission of a detailed planning application for a new College and Technology Centre, to be constructed in phases, on a town centre site, partly within a Conservation Area. The scheme represented a minor departure from the Town Centre Area Action Plan and therefore required a detailed over-riding needs justification.
Our role also included negotiating a significant reduction in S106 obligations as project viability was a significant driver behind the deliverability of the scheme.
In securing consent for this scheme and the subsequent revised proposals, we worked closely with HNW Architects to ensure that the original design intent of a landmark building on this key gateway site was maintained, but that the restrictive budgetary parameters were met.
